[HOT] Activation Protocol!

Hi

Actually, I just hadn't seen any activity in the Activation WG since January. That wiki page was not visible anywhere, here on the list, in Atrium, from obvious other pages in the wiki ...  so I wasn't aware of it. So took the initiative to make something finally happen. Lots of raw material on that wiki page. I'll work to bring these two documents together soon.

The Activation protocol is one of the first things we identified as needed after Haiti 3 years ago. Yes, we've managed without it, but I've never been comfortable with that gap. It's not meant to be a dogmatic set of rules for activation, but a necessary. So I'm going to push ahead on a draft document, and I think in two months time it will be a perfect moment for Pierre to get involved again. Looking forward to the next WG meeting.
