Not sure what recommended means or if there are already any tools for this. GPX
is an ASCII format which means it is pretty straightforward to add a bogus
timestamp to each trackpoint, such a modification would not take long.

I have a Garmin Etrex Vista HCx and it has two ways of storing GPX data:
Both require that you navigate from 'Main Menu' to the 'Track' menu and set
'Track log' to on.
If you only record the track internally and later use 'Save' from the 'Track'
menu this yields the result reported by you - missing timestamps. Such a file is
not usable for OSM.
You must select 'Setup' in the 'Track' menu, then 'Data Card Setup' and then
activate 'Log Track to Data Card'. Then the recording will contain timestamps.
If you have a different Garmin unit with a different menu structure, tell us
which one and I am sure someone can give similar hints.
