[HOT] Multilingual Site Support for HOT Export

Hi Nicolas,

Yes it needs to be discussed, but if someone could translate the
export tool into French in the next couple weeks that would be very
helpful for some short-term goals.

You also forget in your list Indonesia when you mention non-English
speaking countries. HOT-Indonesia does a lot of work in a non-English
speaking and non-UN language so we certainly have some methods we have
been doing for a while.  For example we have Indonesia only Facebook
groups and Twitter accounts. There is also a website available in
English and Indonesian. It is probably time for HOT to have a Facebook
and Twitter account that are French only. Also web presence can be
set-up for specific countries with languages related to those places.
I obviously can do nothing to facilitate that, but we can look towards
other multilingual groups and what they do.
