I usually use these two sources if I need a custom extract to verify something 
changed recently:

  - the overpass api which yields osm-xml data; the Shapfiles-page on the OSM 
wiki mentions a couple of tools to convert this output to a shapefile but I have 
not tried any of these yet. This api allows nearly unlimited sizes of areas and 
is updated very often.

  - http://download.bbbike.org/osm which allows you to specify an area up to 
6000 km x 4000 km which should do for DRC. The good point is that this api can 
generate ESRI shapefiles directly. On the other hand, data are updated only once 
a week. It usually takes about 20 minutes until you get an e-mail with a 
download link.
