Hi,
Of course, you are right, this is an emergency, and what is needed first
to deliver aid is to know where people live and how to get there
(buildings can be useful later for more accurate assessments). This
agrees with what has been said on this list before by Maning, who is
very active in the Philippine OSM community, and by others.
And also, mappers, please remember that ground information about damage
comes in only after places can be reached, so it is not because it is
not heared about a place that it is not affected. On the contrary,
remote places, that are not obvious to reach on the ground, are those
for which maps made from satellite view could be the most useful.
