[HOT] Tagging scheme for damaged buildings

Hello again HOTties.

So far we have been tracing very large numbers of buildings in the
affected areas.  All of the tracing at this point though has been done
through 'pre-disaster' imagery.  It is possible that over the next few
days post disaster imagery showing damaged buildings will become
available.

If we do get access to this kind of imagery, it would be good to
already have a tagging scheme in place for marking damaged, destroyed,
or undamaged buildings.  This would allow us to very quickly go
through the buildings we have traced and assign each one a tag based
on its conditon.

I would like to know if such a tagging scheme already exists and if it
is documented somewhere.  If such a scheme does not exist then we
should look into trying to come up with something to do so.

Also, it would be good to try to show this damage info on the HDM map
rendering if that is possible.
