[HOT] "Upload discouraged" message from josm

If I import a shp file in JOSM and convert to OSM, a tag upload=false is added to the osm header of the OSM file. 


<osm version='0.6' upload='false' generator='JOSM'>

In such case, if I try to upload to OSM, I receive this warning message.  But when selecting a task from the Task Manager, this tag should not be added to the JOSM file. Fred Moine opened a ticket for this I think.

In the meantime, just ignore this message when you are editing in JOSM data transfered by the Task Manager.

Hi,

I'm working on task#611 using josm v7347 (current stable).

After downloading a task via Remote Control, JOSM displays the layer 
with a warning symbol and prints big "Upload is discouraged and may be 
reverted" messages.

I can download, change and upload manually without problems.

Anyone know what's up there?
