[HOT] "Upload discouraged" message from josm

Hi,

I've received private word that ticking "Download objects to new layer" 
in JOSM's Remote Control preferences panel fixes this problem. Indeed 
with that option enabled, I get two separate layers, one for the OSM 
data and one for the task marker.
