[HOT] Tasking Manager updated

Thank you pgiraud and dodobas and all the contributors!

There are several improvements in this release but two I want to 
highlight related to training, documentation and usability are:

1. Search by project number. You can now enter a single project number 
in the search field on the main page and it will return the project with 
that number. Hopefully this will make it easier for people to find 
projects. For example: "Just put 777 in the search box" and people can 
always find the project they are looking for.

Any of these would find the correct project when entered in the search box:

777
#777
project 777

But only 1 project number at a time :)

2. Return of individual "Instructions" and "Description" tabs. Hopefully 
this will help highlight instructions and reduce some confusion if the 
"Description" of a project is long or contains info that is worded a 
little differently than the actual mapping instructions.

This might also make some Tasking Manager instructions/tutorials/notes 
slightly out of date as there are now two separate tabs instead of just 
one as previously. But luckily all we did was add a "Description" tab so 
all the previous materials that refer to the "Instructions" tab are 
still 100% valid, just some screenshots might not match exactly any more.
