[HOT] Ebola Re-Activation

Hello,

I wanted to let you know that the HOT Tasking Manager multipolygon
<https://i.imgur.com/JXEAMJC.png> is currently making the map rather opaque
<https://i.imgur.com/AL1iwhd.png> in iD. It should look like this
<https://i.imgur.com/9gX2kGk.png>.

As such, I wanted to know if it's possible to turn it transparent.
