In the context of Activations in particular, it is important to make an
effort to classify the roads the best we can. This can make the
difference for humanitarian organizations that have to reach these
places.
From imagery, in general we can see if a road is large enough for a car to
circulate. It is important to take the time to compare various zones to
have the capacity to distinguish between a road and a path. If it does
not seem large enough for a car to circulate, we then apply a tag highway=path.

In Africa, roads shouldn't be classified based on their conditions,
width, surface, etc, but, as it is stated in the Highway_Tag_Africa
wiki, the main source of classification should be their importance in
the communication among towns and villages. It takes some time to
adapt when coming from mapping in developed countries.

Many jobs in the Tasking Manager are part of a HOT activation. Every
activation is coordinated by one or two people. For example, the Ebola
activation is coordinated by Pierre Béland and Andrew Buck.
