Ya, that is quite possible, new mappers will often not mark a task 
completed.

It will get reviewed one more time and it is pretty common they get 
"invalidated" which means it wasn't totally done or needs correction.

So don't be afraid to mark it done if you think it is done and don't 
worry if it gets "invalidated", happens all the time.

Or, it was just already mapped for some other reason, not part of the 
project you are working on, result of another project or someone just 
mapped it through openstreetmap not using the task manager at all.
