[HOT] Tasking Manager - Overlapping Projects with the same Instructions

I have discovered that some geographical areas appear in more than one
project – with the *same instructions* (roads/buildings, etc). This is
resulting in some tasks being marked as Validated in one project, and yet
the same area in another project may not have this status.

Examples are http://tasks.hotosm.org/project/1018#task/1548 Validated, and
the same area http://tasks.hotosm.org/project/1043#task/89 marked as Done,
awaiting Validation.

This is happening at the edges of #1018, overlapping with at least #1043
(SoluKhumbu) and #1048 (Tanahu) – both roads, buildings, settlements,
waterways projects.

As Project #1018 is down to the last 10% I think someone should address
this before too much work gets wasted.
