I read an article in the past few days by a company that does just that in disaster areas. They also ask for volunteers to deploy to disasters with their drones. I'll see if I can't find the company and the article.

It's not HOT mapping in the conventional sense but if someone could manage to open source software and create a low cost drone with sensors it could potentially generate wealth in the areas we are trying to help recover.
Could one of the Universities help perhaps? The imagery could be used for OSM as well.
