In addition, I forward you a message from Johan Van De Wauw, the main
organizer of the geospatial devroom (he's not subscribed to this mailing
list):

" I believe HOT is indeed a nice candidate for a maintrack or even a
keynote at FOSDEM. They should really be encouraged to file a proposal for
a main track (main track presenters do get their travelling costs
reimbursed).
I'm not on the list, but anyone who is, feel free to forward this message."
