[HOT] A new tool for spotting buildings that overlap by more than 50%

Mike has built a new faster version that handles larger numbers of
buildings better.  Same link as the old one.

I tend to use it first to locate a cluster of these.  Then I redownload the
area and use the to-do list to inspect each one.
