The issue is localised to a few points I looked at in Congo, Botswana and
South Africa, initially having seen it in Lesotho. There was no required
offset before Friday. I remember a Bing change in 2014 and it was slightly
different, not as pronounced as this.

I don't see why an authority issue comes into play. Surely someone reading
this list has contact access to Bing and can request a better effort at
rectification, rather than hundreds or thousands of mappers all trying to
minutely (with the risk of variance) re-set their editor.... the last Bing
was rectified nicely with loads of GPS verifying it.
