[HOT] RFC Ending on emergency=rescue_stations

Dear Humanitarian OSM Community,

There sure has been a bunch of tagging proposals that are of interest to us
lately. Here is one more that has already gone through a bit of an
iteration but now looks to be headed for a vote soon (and as so, I'll opt
not to post when the vote starts as it's just around the corner).
