[HOT] Project validation

>From time to time I see some very odd tags used by new mappers on HOT
projects.

I assume the project managers know what tags they would like to be used.
Is there a way to flag tags added by inexperienced mappers that are not on
the project manager's list?

The extreme example is highway=motorway,  I'm not saying they are wrong but
perhaps they should be verified.

At the other extreme might be building=house, again if local knowledge is
involved fine but if they are mapping from imagery would building=yes be
more appropiate?

I can't think of the appropiate process at this point but I'm certain
someone will be able to come up with something.

The idea is purely a way of improving data quality.

Thoughts?
