I setup documentation required for mass edit at

Let me know if anything is wrong or missing.

BTW, if HOT community needs help with mass removal of something 
(like here - outdated data, or cases where area was tragically badly mapped,
blocking proper mapping, reverting undiscussed imports etc)
I and likely other can help with cleanup (asking on 
osm talk mailing list or
https://wiki.openstreetmap.org/wiki/Discord or
https://wiki.openstreetmap.org/wiki/List_of_OSM_centric_Telegram_accounts
is likely to result in a help
).

In this case it will likely take more time to verify that it can be mass deleted
rather than mass deletion itself.
