Not exactly. MUCH better.

That "extra app" is  "every major radio broadcasting network",
that broadcasting is going on for decades now all across europe
and a few other countries (like the US). AND it can be received
with every slightly better GPS-receiver for something like 30eur
in your car while driving.

And it´s absolutely FREE as in free beer.

Also it´s not just "there is a traffic congestion" but also it´s length,
average speed, expected duration, suggested alternative route
and other events like weather-issues, closed lanes, emergencies.
Also it is based on RDS and SOME stations do actually broadcast
DGPS-data in RDS *hint*. (I have not seen the later in the field yet
but I have read what message-types it is encoded in when broadcast.
Then again, I only have the signals of 3 countries to choose from.)
