Hi James,
I would prefer not to have LandUse for my region at this time, mainly
because editors do not yet support ignoring objects - the boundaries
interfere with correcting roads and adding landmarks - at times edits are
excruciating. Be sure that people in the affected areas want the data
imported and that there is no better source available first.
NHD data is useful and generally does not interfere with road and
landmark correction and updates. Sign up for your areas of interest on the
Wiki to avoid duplicate imports.

(PS I think the JOSM editor team is working on a mask / layer / ignore type
feature to address the data overlap problem in the future)
