I've been fixing the duplication in DRC and will then move onto other

JOSM-latest + validator plugin now has a fast way + node duplicate fix
function. It currently does not handle duplicate relations and this
needs to be done manually.

The import was linked with existing data which was re-uploaded as new.
The imported data has already been fixed and improved in many areas
and a revert is no longer practical.

bulk_upload_06/bulk_upload.py had a flaw which made it too easy to
re-upload existing data.
bulk_upload.py was fixed today. See
