[Imports] Jumpstart import - Gaza / Westbank

Hi everybody

Jumpstart NGO has helped Palestinian students to map their territory and 
has given a public license to their work.

So far, their work were published on a dedicated server

Import West Bank was achieved on July 2, and the one about Gaza on 
September 21 and 22

We find ourselves facing some problems,

1. The green line (border internationally recognized) on both versions 
(on the dedicated server and after the import) has nodes and no way.

It should be recreated so that it replaces the current, much more 
approximate.

2. Some administrative boundaries (governorates) have their nodes 
duplicated.

The same problem arises on Gaza after the import:

3. A final concern arises over an area located in the south of Bethlehem 
when the import of ways has not proceeded.
