[Imports] Jumpstart import - Gaza / Westbank

Hi Esperanza, all

Sorry about the confusing state of this import. It's been a slightly chaotic process,
with lots of the work on the import happening in Gaza. I haven't had time or proximity
to help them extensively in the process.

Really appreciate the work Esperanza and Talkat have put in to identify problems.
I've taking this list, and previous lists, and placed them in the wiki.
If you notice other problems, please email and add to the list on the wiki.

So far, their work were published on a dedicated server

Import West Bank was achieved on July 2, and the one about Gaza on 
September 21 and 22

We find ourselves facing some problems,

1. The green line (border internationally recognized) on both versions 
(on the dedicated server and after the import) has nodes and no way.

It should be recreated so that it replaces the current, much more 
approximate.

2. Some administrative boundaries (governorates) have their nodes 
duplicated.

The same problem arises on Gaza after the import:

3. A final concern arises over an area located in the south of Bethlehem 
when the import of ways has not proceeded.
