[Imports] OSM Imports Map (OIM)

hi all,
im still working on the wiki page, and it needs some cleanup.

Im also working on the name, i think 'OpenImportsMap' (plural) works,
as its meant to be a designated 'imports only' database.  as a way to
see that all data out their that is available, can be put into this
database map.


I'm still working on the tagging schema, by comparing garmin map tags
and canvec tags and will be looking at other datasource tags,  and
mapnik tags to cross reference, into a cohesive system
