Makes sense.  If I were doing this, I would map owner to operator in  
the script.  Then I would open the output .osm file in JOSM, select  
all items with operator=Private, and delete that one tag on them.

If I felt really retentive, I might open the .osm file in a text  
editor and change "note" to "operator" where it is a business name,  
or just as likely leave that for someone else to do later.  Good luck  
with it.
