[Imports] How good can an import be?

A good time to do this is in conjunction with the ODBL conversion -
when we remove the edits of those who can no longer be contacted or who
do not agree to the new terms. That way the consumers such as
navigation apps, etc will already be prepared for the loss of usable
navigation. Even in "Bad TIGER" cities, the interstate highway system
is often in good condition. It would also be good to choose a city
with poor TIGER road alignment to remove the unedited data.
