[Imports] "readonly" tag for imported data (ask "simple" editors to not modify)?

+1 about humans being the central driving force. Right now I'm working
on two "imports" in Fairfax County (bus and road data), a place I
live, work, and play in. I'm personally invested in the area, and have
a strong desire to see a better map in the area. Since there are many
areas in the county that I've mapped already, I am keenly aware of not
squashing but rather preserving community edits.

I can agree that if you don't have a similar connection to the area
where you're importing data, you have no business doing so.
