Absolutely - and it already is. And if it's implemented at API level then
the editors don't need to know about it (apart from maybe passing through
and explaining error codes to the user). To reiterate, I am saying here
that I do not, and will not, countenance any attempt to split editors into
"advanced editors whose users are allowed to do X" and "simple editors
whose users are not allowed to do X".

Oh, I think that's one of the strengths of the OSM community. I'm probably
the third longest-standing mapper who's still involved with the project
(after Steve and Matt) and I _like_ not having special mapping privileges.
Just because I've been here for ages doesn't mean I know any more about a
particular place than anyone else. Quite the opposite; it probably means I
should get out more. ;)
Wikipedia has become an ossified community where it's very hard for new
contributors to break in. Let's not make the same mistakes with OSM.
