[Imports] "readonly" tag for imported data (ask "simple" editors to not modify)?

   That certainly *could* be done, but the OSM database was just a 
convenient way to store it at the time of import.   It can be deleted 
later or at any time we feel it has lost usefulness.   I don't think 
we're quite there yet.
