OSM contains a collection of data, source from various places, and 
improved by the community.
So, in short, yes.

For any given bounding box, one could gather and present the 
contributing sources,
sorted by significance:
     Census TIGER
     USGS
     ...
     Serge Wroclawski
     Random Newbie
Other map providers do exactly this: acknowledge their sources and 
contributors.

The issue of what data to import (vs. hand survey) is a valid one.
But once something is imported, acknoweging the source seems like the 
right thing to do, and not that hard besides!
