Two questions:
1) Are there roads in New York City missing from OSM? If there are roads
missing, it seems like we could use the data to find them instead of
importing it wholesale. It would be much more interesting to have building
footprint, address, or POI information.
2) The letter you received seems ok but does not grant you the right to
sublicense the data. This could be interpreted as not being compatible with
the OSM license. I think they only mean to prevent you from re-distributing
the original LION data to others (GIS departments usually want to hang on
to the data so that they are the sole distributor), but that's not entirely
clear.
