The detailed data already exists, in these TIFF and DWG files.  I agree that
TIFF may not be of much direct value since it's just a simple image, but the
DWG files apparently have everything contained within them already.

Well, again, that work has already been done.  It's just a question of how to
convert it such that it can be added the OpenStreetMap.  Why re-invent the
wheel?

As far as I'm aware, the city's engineering maps, what we're talking about
here, are "own work" and as such official permission to use them could be
acquired through a request to the City Council.  Such permission to use may not
even be required if they are classified as a public record, which is  a darn
good possibility.

It appears to me that all of the necessary data to any detailed level that you
want currently exists, if it can be converted into a usable format.  I am
prepared to undertake to follow this up with the City to gain officially
sanctioned access to the data, get it converted and get it submitted.  Since the
work has already been done, probably to a degree of detail and accuracy that
would be very time-consuming and tedious to replicate, it just makes sense to
take advantage of the pre-existing data.
