The JOSM plugin Conflation, seems to work well in identifying node
conflation. I did have to set the distance to 15 meters to avoid nearby
houses. That could be a problem with a large building. I expect we will
include the use of the conflation plugin in our final process.

As a side note, it did crash utilsplugin2 when no match as found. A bug
report has been sent. Since I tested it in a block of with all of the house
numbers (thanks to steve) it did find all of the duplicates.
