Hi Frederik -
Perhaps a poor choice of words on my part. I'm actually less concerned with
the "official" guidelines and am curious *which* guidelines are referenced
here:
http://www.osmfoundation.org/wiki/Data_Working_Group states that one of the
DWG's tasks is:
- Detecting and stopping vandalism and imports that to not comply with
guidelines.
Can you provide a link to the guidelines the DWG uses?

Please note that this guidelines on this page (
http://wiki.openstreetmap.org/wiki/Import/Guidelines) are the ones cited by
DWG members when they request sysadmins to place blocks on accounts that
are importing, but are not import-specific.
As for the word "official," it was only a word in the email snippet I
forwarded to you. I've included this snippet Clearly, there is some
confusion in the community over the matter of which guidelines the DWG
uses. (See Pieren's note, where I believe he meant to say, "It is *not*
easy to speak on behalf of the community.") I believe the DWG could help
reduce this confusion with a little more clarity. It would also help the US
import group's efforts to know what they should reference as a baseline for
discussion.
