>From what I read it is a first email to the list introducing the import and saying what they are working on. Maybe I'm misreading but I read your response as being a bit negative. And he is following the guidelines (the key being 'appropriate local communities'):
"Discuss your import on the imports at openstreetmap.org mailing list and with appropriate local communities. Many local communities have their own wiki pages and/or a Mailing lists. Coordinate with other people with similar plans."
