[Imports] Atascadero, California building footprints import

Friendly friends on the imports list,

I would like to propose and discuss an import of building footprint 
data for Atascadero, California, USA consisting of 42,520 nodes 6,663 
ways 8 relations.

This is public domain data obtained from the GIS employee for the city. 
They are aware and in support of this import.

I have reviewed the data thoroughly to ensure it will not be imported 
on top of existing data and I believe things are good here.

I intend to use the import account `slo_osm_imports` for this and the 
tag "source:City of Atascadero" with the `upload-python2.py` tool. I 
assume I should run `smarter-sort.py` against the changeset...please 
advise if this is not a good idea for any reason. If a revert is needed 
- I intend to use `revert.pl`.

I can also make a WMS of local aerial imagery available ... the data 
lines up nicer with it than Bing.
