[Imports] Paso Robles building footprints import

Hi Joe,

I'm not really experienced/involved in imports. Hence why I posted here in
the hope someone would offer help with your import problem.

I hope my e-mail wasn't taken as nasty "I'm telling the teacher bout you"
for lack of consultation (as you say, you can't please everyone).
In my quick look for pre-import documentation/consultation, I looked at the
user page for slo_osm_imports and there wasn't a link to another account of
wiki page. The user had no other diary posts, and I think I had a quick
look down the list of recent topics on imports@ list.

Glad things are getting sorted with the import and that the mistakes are
now cleaned up.
