[Imports] Vermont Town boundaries from VCGI

+1 & thanks for setting up the import, Andrew. Most of VCGI's datasets
are indeed in NAD83 State Plane Meters, FIPS 4400. ogr2ogr has
consistently done the conversion to WGS84 without a problem.
