The mapper thinks that this was the information needed in that zone.

The mapper had said that he had completed the data manually. It is possible
that he has miss some buildings.

We are working on a feature in the tool to avoid this change, in the mean time
uploads wont be allowed.

In the Spanish list there is a rather consensus that it is worth to upload
that data. Moreover, in this particular thread someone said that it would
be a shame that we does not import that information because it would be
very useful. However in the wiki about how to use Cat2Osm we have written a
note, telling that 3d tags can create too many geometries and that the mapper
should decide whether to use it or not.

These seems to be private garages inside houses. We have been looking in map features
and seems the most suitable tag. Moreover, the tool puts a fixme in those places
because with the data provided it is not possible to distinguish between the
different types of garages (private or public) and the local mapper (who know the place)
has decided that this is the best tag for them.

I think that the tag is important here. In Spain, local governments sell
public land to particulars to help them build their own houses. This
place seems to be one of those so it has been split, sold and probably
it has been built (or is starting to be built). However the actual crisis
probably have stopped lots of these projects.
