[Imports] [Cat2Osm2] Tool for exporting Spanish Cadastre data in OSM suitable format

We are aware of that and we are taking all the acction we have in
order to avoid this problem.

- First of all, it only works on linux (and mac) at the moment so "it
is not" a mainstream software.
- As a first measure we have the upload=false tag in the xml files.
This is easily avoided but it will stop some users.
- Second, we have some FIXMEs in the file that will raise alerts in
the JOSM. Is any other way to make JOSM to avoid the upload?
- We have documented in the wiki all the steps and said clearly that
it not permited to upload anything.
- We are very clear about the politics and we have requested some
times to withdraw some editions.
- Moreover we hope that the person in charge of every zone will look
for this type of edtion an reports the abuse.

But in the end is someone want to do something wrong we cannot make
anything to avoid it as we are not going to control the download or
the use of the software (by closing the source or putting a licence
file or somithing similar), can we?

This is an interesting topic. Have you developed that software? It is
freely aviable? It is possible to add "plugins" of some sort to
OpenStreetBugs or similar service to raise alarms? It could be
difficult to search for this type of bulk editions, but we can think
about it.
