If you want to manage large imports and allow people to checkout/in what they have worked on then take a look at the linz2osm tool - https://github.com/opennewzealand/linz2osm
A working instance with the NZ data can be found here - http://linz2osm.openstreetmap.org.nz/
Along with tracking who has worked on what area it also allows you to fully document the data transformations and keep notes about what decisions were made along the way. It is working well for us in NZ.
