official rules are not incompatible with "spirit of rule" approach
(which I'm in favor).

That's why laws are usually superseded by a constitution defining the
"spirit" and writing a law or applying it must always comply with the
constitution.

It is important to have that constitution clearly written so that
guidelines, rules and enforcement can always be checked for being in
the spirit.

Do we have such a constitution for OSM ?
