[Imports] NOAA ENC GIS Import

Hi there,

I started the new import
http://wiki.openstreetmap.org/wiki/NOAA_ENC_Direct_to_GIS_Import

All import will be done with the single account
http://www.openstreetmap.org/user/Sailor%20Jerry so the  data can be
deleted all together.

The first submission is semi manual, the plan is to make it fully scripted.

This is the first submission
http://www.openstreetmap.org/browse/changeset/14493486 the OSM file was
prepared by shp-to-osm and uploaded thru JOSM.

Any feedback is greatly appreciated.
