Data from Ruda Śląska are currently being processed by balrog-kun

I wrote it quite clear: we must provide source. It's hard to say what
license it is. We can do whatever we like with this data, but provided
conditions must be achieved.

Source data: shapefile.
Shapefile to .osm: QGIS and JOSM
Merging layers using python script (https://gist.github.com/4241509)
Uploading: manual, because I have to replace some data. And it's not
big amount of data.
