Yes.

To be clear, I think that is a necessary, but not a sufficient, 
condition for a good import.

Everything you write is true but it made me smile nonetheless, because I 
have encountered a number of human mappers who violated one or several 
of your "normal mapper" rules. Let's say "should not" and it works.
