As i pointed out in talk already the solution of putting source 
attributes on changesets does not work well with fine grained 
attributes.  In case of the ADD coastline data there are 437 distinct 
source/date/revision combinations and to be frank i have no idea how to 
technically accomplish such a split in such a case.  Keep in mind the 
attributes are on the individual ways, often not much grouped by 
location and the multipolygons are assembled from several of those, in 
most cases with varying source attributes.
