There's no list of tags on that page, could you just provide a list of 
tags in an email to the list? It'd be simpler, particularly as you're 
saying as there is no one list where *all* the tagging information is.

I'd suggest an import=yes tag.

When will you know how you're coordinating?

You are extensively relying on the contributor to do some steps such as 
conflation and adding changeset tags. This is okay, but past imports 
have shown that a systematic way to verify that the contributor has done 
the work is essential to avoid errors. How will you make sure this is 
done? This is one advantage to conflation as part of the scripts - that 
way you know it's been done.

To meaningfully comment on your proposal, we really need to know what 
you're planning on importing. If you don't know what layers, it's 
probably too early to propose an import. Also, if we don't know what 
layers, how do we know what you're consulting the list about?
