Hmm, regarding the ones not touched by the name expansion bot due to
prior user activity... is there a list of these way id's somewhere?

It would be good to go over all of these systematically if there are
not too many of them and have people manually check them for name
expansion. They could either do the name expansion themselves, or
maybe they could simply add the id's to some kind of a 'whitelist'
that indicates them as being ok for the bot to modify (although it
might be hard to know whether the bot can hit them without seeing what
it would necessarily do).

One possibility might be to have the bot run on these ways but not
commit the results directly to the DB, but instead put them up on a
webpage or something showing a 'before and after' kind of thing. Then
people can look at them and if they look ok the bot can actually
commit the change for real.

Getting these edge cases out of the way would be good as then there
are no more ways that need 'special handling' in the database making
things like the tag discard lists and other things as well easier to
handle going forward.

Regarding some of the other tags, for the ones that are only a few
instances in the planet, we should maybe consider just doing a 'mass
edit' on these (after proper discussion of course) rather than adding
them to the remove list.
